Mandatory Worker Registration


Under the Act, workers are required to register themselves to obtain a Labour Identity Card (Labour Card) before commencing work. This ID card serves as proof of their employment status and contains the following details:

  • Date of Birth
  • Name of the employer
  • Employer’s address
  • Labours Temporary and Permanent Address
  • Contact details


Registration Process and Required Documents


To complete the registration process, workers must provide the following documents:

  1. Aadhar Card
  2. Voter Card
  3. Passport-size photographs

Upon successful registration, a Labour Card will be issued, which remains valid for one financial year. Workers must renew their registration annually following the same process.

Sikkim Labour Registration Fee


A registration fee of Rs. 200 per person is applicable. Once the fee is paid, the worker will be issued a Labour Card, which must be carried at all times during employment.


Where to Register?


Registration facilities are available at the District Labour Offices across all districts of Sikkim. Additionally, workers can register at designated labour entry points and checkposts, including those in Rangpo subdivision.

It is crucial to understand the purpose and limitations of the Labour Card:

  1. Not an Entry Permit or Trade License – This registration only serves as a worker’s identity proof; it does not grant permission to enter the state or conduct business.

Penalties for Non-Compliance


Failure to register under this act will be considered an offense for both the employer and the worker. The penalties include:

  • Fine of Rs. 2500, which will be collected by the Labour Inspector.
  • Legal consequences for unauthorized employment.


Continuous Registration Process


The registration process is ongoing throughout the year, allowing both existing and new workers to comply with the law at any time. Workers already employed in Sikkim must also register immediately to avoid penalties.
